Video Chat Conferencing?

I am looking for a website that has video chat conferencing for free. I know Skype and ooVoo are free web chatting sites but that allows only a one on one chat. OoVoo only allows more than one conference at a time for a limited 30 days. Basically I am looking for a site that would allow me to chat with one, two, three, or four people at one time in one chat for free. If someone could help me out that would be great!

How can I hold an online conference chat?

Okay so I am part of a committee and we usually have conference calls every month. However, we have about 23 people on this council and conference calls can become a little confusing at times and I suggested we hold conference chats instead.

If any of you are tech savvy could you please explain to me how I can do this. I’m looking for something that does not require a download and is free. Is there any kind of website that would host a conference chat or something like that?
