Ironically, my small technology firm is in the midst of a similar search for in-house peer to peer video calls. Over the past week, we have been experimenting with Office Communication Server 2007 which provides all of the functionality you list above. In addition to web conferencing, presentations and IM, it integrates seamlessly with Exchange/Outlook along with Server 2003.
I really didn’t care for Communicator when I first started testing it, but I really am impressed with it’s capabilities. If you have a Windows shop (i.e. Server 2000 or Server 2003, Exchange Server, Outlook, etc.), I’d recommend you give it another look.

Have you looked at MSN live messenger? This is a free program and has webcam as well as file transfers as for the white board, I’m not sure exactly what you want there but you can write things using your mouse or there are special pen type things you can purchase that work like the mouse but made explicitly for hand writing. You will need to go into options and configure it according to your needs as will the other 19-20 people but perhaps you can email them with the required settings when you decide what you need.
