ISPs don’t usually block Skype so it all really depends on if you have a fast enough connection.
Edit: No, most ISPs don’t have a maximum. The ones that do (Comcast is one of them) have a max of 250GB per month. Even with using Skype for meetings, 250GB should be enough. Best way to make a decision is to call the ISP and ask IF they even have a limit. Every ISP is different and they are constantly changing and adjusting their plans.
Check with HughesNet to see what upload limits you have; unless new technology is employed, satellite was about as good as dial-up (some years ago) which may hinder feed.
You also may want to look into a podcast type of arrangement unless there must be 2 way communication with all on the network users.

Added: Check the fine print of the ‘air card’ for charges/mb downloads & uploads; some carriers charge for ‘overages’ and this could be a limiting factor for your budget.
