You need to get in contact with the tech person on your base or station. Apperantly they are not giving you the full capacity of broadband to get a video signal on your end. Good luck! BTW, what is your MOS?
Have you tried Yahoo messenger?
I use that at the office to talk to people in Asia and it works well.
